Well, for that you must change the play system and go to something like RQ or BRP :D
you can also script your module to give more experience on roleplay activities like they try to do into WichWake module (the intent was good if not the result entirely satisfying)

Yes I agree. Low level adventuring is much more
interesting. I kind of think of the Hobbits in the Lord of
the rings. They are as far as one can get from these
superhero fireball them all top level hack and slashers.
True roleplaying takes place against the odds, with wit,
character and luck. Sometimes I think that this level
power hysteria takes away much of the fun. Experience
should be granted for excellent play, not just killing
everything is ones way.

It's nice to see a character that ISN'T a level 20
fighter/thief, for once. :)
