This is 'naked' (based on BioWare's naked) NPC models you can place around your module. Thanks to the 'OnSpawn' script when the module loads the NPC's will be equiped with one of 10 custom made suits (included). A great way to save time with placing all those NPCs ;)
This is a compilation of the old system into a single score. There were 5 that made this score of 8.20 then rounded to 8.

Um...my NPC's never put there clothes on. I have checked and they do spawn with clothes they just refuse to put them on. Any idea why?

Mayseth, this is an excellent idea and an excellent implementation.
I have been using these commoners in a custom encounter table with my BESIE Random Encounter System. I set up a MMORPG style spawner that draws from the table and automatically populates my Inns and Towns with patrons and citizens.
It works so well, that with release v1.7 of the Random Encounter system I plan to include a tool specifically for this purpose. I will, of course, give you full due credit.
Thanks for this great system.

Excellent idea sir. Now I dont need 100 commoners defined
just so my background crowds look diverse enough. Good
job!
