Working prototype of a fully developed police, private guard, etc. system. Intelligent guards, fine system, crime log(& multiplier, different guard behaviours, 'private/dungeon' guards, defenders of waypoints. AutoDC on illegal items doors & NPCs rewritten to account of daylight, distance of nearest guard, and (custom) skill of PC. Line of sight (if they don't see it, it never happened) No heartbeat scripts(except for checking to see if weapons are drawn). And.. a blackjack. For those silent takedowns
It is a bit difficult to implement and should probably be broken down to scripts with a readme to say where they go. I do hope that version 1.0 is going to come out. It seems an uncontinued project, especially since you said that .99 would be out, if not 1.0, two years ago. I guess I'll send an email.

Hey, where is v1.0? Ok, bug report then. When in stelth mode, and paralized, the guards won't start conv. So your just stuck. Paralized forever.

Bug fixes coming up soon... yes, there is a 'loop' problem
with weapons drawn. Has already been fixed, v.0.99 out by
the end of the week (if not v1.00)...

Great idea. It will save me days of work for my large city
project. (I had a basic cop shop already and I was
wondering how to make it work)
I think they are a bit too fast to react to the weapon
drawn. The players should have enough time to put it back
in the scabbard before the cop spring to action. May be if
they have a shorter range of vision ???
