whuetsi, you were right, the file is blocked by windows.
Maybe you could simply compress it with zip or rar, to avoid that issue and offer a more secure download.

Ah, and also you can't open if you have a "#" character in the folder path or if you renamed the chm file to something with a # character.

If it still doesn't work, try Google chm this page cannot be displayed.

One of the XP updates may have blocked the chm file. Run Windows Explorer, right-click on the CHM file, and select Properties from the popup menu. If there is an unblock button, click on the Unblock button immediately below the Advanced button on the General page. Click Apply to show the content. Once the CHM file has been unblocked, the Unblock button disappears.

I get "The page cannot be displayed" for all the entries.
