Irfanviewer is a free image viewer that you can use to convert images to and from .TGA. It can also be used to view and edit images as well as several other features. (Version 3.61)
Gimp's great, but it's a full blown image editing package, this allows you to just view images and do a few simple operations on them without any of the extra functionality geting in the way.

Is there any reason to use this instead of ACDSee?
ACDSee can view/convert loads of different image types and had quite scale/adjust functions. USed it for 6-7 years now. So I'm wondering what this program brings that we don't already have.- Wolfsong

Awesome simple program. It runs fast. I don't get error messages. It has limited editing functions and is mainly a viewer but it works simply and again very fast.

Great for resizing/cropping, etc.
Really shines when taking screenshots, you can run while you run games without crashing your comp. (photoshop)

Whenever I get a new computer at home or at work, IrfanView is one of the first pieces of software that goes on it. I've used it for years and years and it just keeps getting better.

Hmm... Another convert here. Out go PSP and ACDSee, in
comes IrfanView. For the really fancy editing, I still use
Photoshop, but this one will do for 95% of the tasks.

which was originally Black/white...

I have Irfan on my desktop and notebook. I have PSP7 on
the desktop computer. Irfan is great when you need to
quickly resize or crop an image and the file formats it
does save in are the ones I usually use any way.

Irfan is a viewer with size/scale/color/crop/convert
abilities. PSP is a (nearly) full on drawing program. Two
different things entirely and not sad at all. Well, the
fact that I had to point this out to you is maybe.

I've been using this program for quite a while now, and it
really is great for quickly viewing images and doing simple
edits. It's one of the few programs I downloaded almost
instantly when I got a new computer.
However, for more complex editing without having to buy
anything, don't forget the Gimp (www.gimp.org).

Again, a terrific product. You won't get more features and such a quick load time from anything else. I am using this personally and as the default viewer on all PC installs at work.

Yes... I would say next to winrar, this is the single
greatest utility anyone could have.
With the plug-ins it's even better....
SMALL, fast... use it on all work production machines with
no problems.

GREAT program. I've been using it for years. Every time I
format or get a new computer, within minutes I realize I
need it :)
