I Cut up the woman and pasted it back as a new layer. To this layer I applied the watercolour filter. The make is look like a painting obviously, but does remove a lot of the fine detail. The next step is to drop the transparency of the filtered layer. This lets the unfiltered picture show through which helps put back the fine detail.
