This pointed-eared man looks as though he's enjoying his own private joke. His class and race are a mystery to me. Face model is B.D. Wong. The rest is photomanip and painting in Photoshop.
No, Ray Mukada, or however you write it, is the name of the character in the series, so not actually his real name. In fact I have no idea what that guy's real name is. I just thought I'd recognized him in your pic:)
He plays a priest that works in the prison.
