Well, with that bald head he looks more like a deep gnome to me. deep gnomes have -4 CHA penallity so I have to agree, this guy IS disgusting. Yuck! :)

Darken his skin to a shade of black, remove the facial hair and you have yourself a drow. Otherwise, it's just a human with pointy ears.

How do I put this...that's, erm....that's not a Drow. Yeah, Drow usually have very dark skin, white hair and, er,...don't generally look like infants with facial hair.
