Something for your characters to smoke. Put it in the wilderness, have NPCs share it during a fireside chat, or have seedy merchants sell it in an alleyway. When used, it creates a neat smoke effect and animation for a few seconds, and then the character tries to blow smoke rings (INT check). There is also a mild 'high' effect. The pw_activate script goes in the OnActivateItem event, or copy the IF block into your pre-existing script.
This is a compilation of the old system into a single score. There were 4 that made this score of 8.00 then rounded to 8.

Do you think you could try to make a pipe? It would be cool to have a pipe in your inv. and smoke tabac on your spare time :)

Avonlack(sp) created WitchGrass about 8 months ago. I've
had it running in my PW module for more then 4 months now.
It seems like this is roughly the same thing, but looking
at the code, WitchGrass is a little more balanced, as it
gives beneficial and negative effects to the PC's who smoke
it. There's also a very cool Addiction system out there. I
can't remember who wrote it, but it's perfect for this kind
of stuff. Very simple to setup new and/or existing items as
addictive.
