afraid not... sadly. There is really no way to deal with that as PVP settings I think are "hardcoded" in the 2da files, and not really something any scripting system can deal with.
And if you were to edit the 2das controlling this you couldn't really prevent combat entirely..
This system is really intended for a server that has a good amount of guilds that have both PCs and NPCs. Say you have a group who is in with the undead. Obviously you don't want undead to attack those. Well, you can A) write a custom onperception script for every group like this that you want to create or B) use RIFT.
That's pretty much what RIFT is designed for, and it seems to do that fairly well. I've also set up ways in a new version (not yet up here) to handle default reputations based on race as well (so you can have a guild of elven archers who keep out all but elves from certain places but allow the elves to pass). Make sense?
