This merely opens up some of the NPC sound sets for use with PC chars. Note that since many NPC soundsets do not include all of the Quick Chat entries, you will not be able to perform some Quick Chats with those NPC sound sets.

Right Click on the "Download File" link and then click "Save target as" then a window will pop up so u can save it to where ever u want; that is how u save it, its been explained before but just incase you still didnt get it lol.
And yes rename it to "soundset.2da" if others want to hear it they need to get the sound set as well unless you are on a server "online" that already has the sound set active then everyone can hear it ^^
This is a compilation of the old system into a single score. There were 11 that made this score of 4.27 then rounded to 4.

How the hell are you supposed to download it? It is a LINK to a WEBPAGE! You cant even rename it if you dont have the file on your computer!

Since nobody explained it, I guess I will...
after downloading the 2da file:
rename it as 'soundset.2da'
then copy it into the override folder of neverwinter
Also, there was a post for this in the HakPack section.
