First: I am not responsible for any of the mesh/texture work given in these files. I am simply uploading these here as an ease-of-use resource. You can generate these files yourself in thirty seconds by using my Hair to Helm Conversion Utility.
Second: These files alone will not get the job done. With the exception of the 'standard' (OC+MotB+SoZ) models, the textures have been excluded. This means that you MUST still download the original author's files. These helm models will use the same textures as the hair models. So don't download files for packages you don't have otherwise linked into your module.
Again: The easiest way to get equitable, tintable, tailorable hair that acts as a helmet is download and use my Hair to Helm Conversion Utility.
And, finally: These models are not perfect. I have noticed some corruption that I am still trying to hunt down.

I'll take a look at the difference between helm and cloak slot models, and how they attach to characters. I might need to do some MDB transformation to reposition if so... not entirely sure how that part of the file is set up.
Wonderful concept ^^;; Might I also suggest perhaps to add a feature/tool to create all existing helm models to cloak slot too?
This may allow some folks to mix and match the various sorts of headgear, like mayhaps a swashbuckler hat w/ eyepatch, or something like a tophat and eyeglasses.
