Sorry modelling is not my job, so there are parts of your comments that I don't understand (and the fact that english isn't my born language doesn't help)
What do you mean when you say 'models don't have their smooth groups set right' ? If I smooth the mesh i will add vertices, so what is wrong with smooth ?
Normal map is done from texture map with the nVidia plugin for The Gimp. I don't know from where come the odds spec higlights, and they are not so visible when the model is in game.
I also checked the normals and can't find problems with them.
Havent downloaded em but going off your screenies, it looks like some of the hair models dont have their smoothing groups set right, or their UV's have been split up somehow (ie the faceting on hair 27 and 21)... this will bloat their vert count ingame far beyond what they need and make them resource heavy.
Also some seem to have a normal map issue 24, 25 and 26 im assuming the odd spec highlights are not part of the texture?... could be happening if you have a blank normal map, which also controls spec highlight and it might be using the verts for spec highlighting instead, something similar to this happens to terrain textures when environmental normal mapping is switched off ingame.
Just my thoughts, not bad texture and mesh wise though.
You said this when I submitted my first hairs, so I reversed the colors of the tint map : main color is green, locks are blue. It works for me when I select the colors in my character creation screen.
Hmm. All of them except for number 21 have the same problem: they have the base colour and the highlight the wrong way 'round (so when setting the highlight I'm actualy selecting a base colour and when I chose a base colour I'm actualy chosing the highlight). Weird huh?
