Some of the spells in the game had their somatic/verbal components mixed up. This tweak should help a little. See the readme for details.
**** UPDATE ****
Dirge:
The bard spell Dirge is not castable in NWN2. I found a way to make it useable and added it to the file. The Dirge fix is NOT FINAL but it does provide a (somewhat complicated) way to use the spell. Again, see the readme for details.
Ok, first I have to apologize. I somehow managed to fry my hard drive and was not able to use my computer for a week so I could not reply.
However, to fix dirge you need only to change one entry in the spells.2da. Change the TargetType for dirge to "0x29". This will allow you to target item with the spell. Even from a distance. I changed the range to touch in in the fix I uploaded here. However this is not needed to make dirge itself castable.
Note: Independend of range or which item you target, the spell will always affect the bard himself by giving him the Dirge aura. You are NOT enchanting the item.
Even's AI rework recently started using a spells.2da, which means that it's either that or this when it comes to spells. It's a tough choice, in all honesty.
Would it be possible for you to release a 'diff' (using the Linux diff utility, it has been compiled for Windows) or a document detailing the changes you've made? That way, I (and other users that wished to) could simply make the changes to Even'a spells.2da in my override directory, thus having the best of both Worlds.
Well, I chose verbal and somatic components for Balagarn's Iron Horn and Ethereal Visage so they would fit their ingame description. War Cry on the other hand does make perfectly sense as a verbal only spell. And it's only available bards anyway and they don't care that much about arcane spell failure.
Speaking of bards: I just added another little fix. This should make the bard spell "Dirge" usable.

Truestrike and a couple of other spells not having somatic component should help fighter/wiz types.
The spells that aren't listed on the d20 site, you probably should leave them unchanged.
