This actually works. Having got to this part in the game, Deekin does indeed have some extra goodies in his inventory. The robe of eyes was a nice buy.
To get the upgrades, just talk to Deekin in the store after you have hired 5 (I guess) people to work at the keep. And then when you have 9 (again, I guess) people Deekin brings more itens.
