Unfortunately this is not possible in NWN2, by that I mean it isnt completely impossible just impractical.
In NWN1 the models for the most part individual un-animated pieces. As such each piece was able to take 'flex' modifier which the exporter turned into a 'dangly' mesh object which with a few parameters was able to do on the fly 'jiggle' and flapping, jello shake, flag wavering etc.
In NWN2 all meshs are for the most part rigged skin objects, which means they cant also take a flex modifer, while NWN2's mdl is similar to NWN1's they dont export 'dangly' meshs.
The only way you could do a jiggle conversion is if you created extra 'breast' bones in the female models skeleton file then re-rigged all the female models and redid ALL the animation files with newly animated breasts...
certainly not impossible... but given just how many assets would need to be rerigged and reanimated it would be a HUEG task, and not really worth the effort in the end.
It's probably not doable for NWN2, or it would have been done by now; if I'm not mistaken, the NWN1 stuff took advantage of the fact that armor pieces were separate parts of the model, which isn't the case in NWN2.

Why not? if you do not like it you don't have to use it.
That said..I do not know if it can be done. Maybe if you used the same tool as jester is using, that blender. But I can't seem to figure it out. I do know it is not the same as in nwn1. You have alot of hoops to jump through.
