Originally I thought that most of the magical ranged weapons in SoZ are 'bugged'. Having been given an Enhancement and/or elemental damage bonus despite the fact that those enchantments are usually found on ammunition. Turns out I had a Mod installed that prevented those particular enchantments from appearing on ranged weaponry.
So rather than a 'fix', this is just an alteration.
I only replaced the Enhancement enchantments with Bonus to Attack enchantments, the +1d6 cold damage enchantment with an Unlimited 1d6 Frost Arrow enchantment, and the +1d6 Shock damage with an Unlimited 1d6 Lightning Bolt enchantment. I also removed all mention of 'enhancement' from their descriptions.
The cost of the items is automated, so no need to worry about that being unbalanced.
>>Damage bonuses have only ever worked when applied to Ammunition.
This was true up to SoZ. The bonuses have worked in SoZ - I know this, I had my elf wizard sit in the back and shoot arrows most of the time, and when I looked at my damage log, I found out magic Bow + mundane arrows = bonus magic damage on top of arrow damage listed in the combat log.
If the enhancement bonuses are working on the ranged weapons for you by default, then that's fine. But they are most certainly not working for me and have never worked in the past. You may want to take a very close look at your character sheet while switching between an 'enchanted' and enchanted bow/crossbow though, just to be sure. The slings, it should be noted, are all already enchanted with the correct attack bonus by default.
Do you recall the enchantment recipes in the OC? How when added to ranged weapon they never did anything and all the various threads related to that? How the Complete Craftsman Mod was created partly to address that fact and add recipes that would work on them?

I know for a fact that in NWN, they didn't implement the enhancement bonus correctly, so you could not have an enhancement bonus on a ranged weapon. In NWN2 and MOTB, you still couldn't, but I didn't know if they fixed that problem with SoZ. The elemental damages on the ranged weapons were not added to any projectiles fired by that weapon in NWN, though I'm not sure if that was implemented correctly in NWN2 before SoZ.
Err... as far as I know enhancement bonuses and elemental damage (along with holy/unholy and axiomatic/anarchic properties) on ranged weapons are not "bugs", go read D&D 3rd edition core rulebook (and, before someone starts a flame, it's the same in 3.5).
If you really want to solve ranged weapons bugs you should apply enhancement bonuses and properties even in OC and MotB.
Perhaps I'm a bit confused. The magic enhancements worked fine when placed onto bows, so that doesn't need fixing. If you're saying that the enhancements working on ranged weapons is wrong, that's not a bug. In D&D 3.5, you can do that (see page 221 in the DMG). The change in SoZ was actually a move to be closer to PnP (not to mention a drastic increase in archer viability).
