On Multicore computers NWN2 hooks itself to the first core (core 0), since the first core is used by many systems this is very ineffective, runs NWN2 slower than needed, and if combined with the toolset its even worse.
For now the only solution was each time when u start your computer to manually set the affinity in the taskmanager
This is an easy way to create 2 bat files to automatic set affinity on startup.
Provided are 2 files I use on my quadcore with the default install directory. u can use this or create a new one.
1. open notepad
2. write at first line: cd <enter nwn2 install directory> (example: cd c:\program files\atari\neverwinter nights 2)
3: at the second line enter: start /affinity <core u want to use> nwn2main.exe (core nr starts at 0, so for a dualcore its 0 or 1, and for a quadcore 0, 1, 2, or 3)
4: Save files as <your chosen name>.bat
when u click on this newly created file the game will start with the program set to your specified core.
For toolset replace at point 3 nwn2main.exe for nwn2toolsetlauncher.exe
In case you are seeking to set affinity for a Windows 7 system, go to Tweakguides.com, download the Tweakguides Tweaking Companion for Windows 7--the basic version, which has all you need, is free, but, I say, drop a few bucks, get the deluxe version, and support him and his great OS guides--and search the guide for "affinity". It is a .pdf document, so you can do a quick search from the upper right hand corner of your adobe reader--also free to download if you don't have it.
Everything you need to modify your game executable's shortcut, or any executable, so that it runs on the core you choose, is available, as well as how to set the game to elevate its CPU priority upon launch if you were so inclined.
The whole process is only a couple of steps, and the explanation one to two pages. It is simple to follow and yet thoroughly explained--as is all of his guide. If you have Vista or XP, he has the appropriate guides to help you with those OS as well, all in an easily searchable .pdf format, and all free if you cannot afford to buy the deluxe version.
I would post the process here; however, he does not want his work posted indiscriminately about the web, and, out of specific respect for his wishes as well as general respect for the years of excellent reference guides he has provided for various Windows operating systems, I gladly point you his direction for him to distribute his work as per his desires.
He also has excellent guides explaining how GPUs and monitors work, how to configure both Nvidia and ATI GPUs, an excellent guide on how to configure NWN2 to get optimum performance for the hardware you possess, as well as numerous other game configuration guides for many other games.

P.S. If you have an AMD processor, you might also want to consider downloading and using the AMD Fusion Utility for Desktops, to set up a profile that allows you to run your OS with minimal necessary processes and thus as conflict free as possible while gaming. This takes some consideration however, and a bit of research to really use correctly, so, if you use it, learn how to properly first. I cannot stress that enough. You may be able to use it with Intel processors as well, though I doubt it. That said, I don't really know.

Odd for some reason, Cant get Nwn2 to boot. Would be handy if it would work on my system. Probably my system sticking it too me for using AMD instead of INTEL..LOL. this time.
But only takes a second to change it manually anyways, so no biggie, but good idea and hope it works for others that find it useful.
