It could use better texturing and less flat terrain. I think with people/fairies walking around it would work too.

I am not sure. I don't think you're building with the common line of thouht. This requires a lot of improvement to actually fall into taste. It is good to create something differently, but I think this area loses a bit of its sence of reality. And if you instead want to create something more magical and fairy-ish, you should learn to use more special lightning, use the bloom effect (which is something very good to make it impressively dream-ish), and special effects. I am not saying an overflow of special effects is good, but a descent use of them makes something very beautiful in-game to play with.
I understand it is not that nice to have your work not falling into taste for the community. But if you want something as this to work, and I mean really work, then you should make it complete. Everything should already be there, create a story behind it, create the creatures, and make it so that the area is a hole by itself and is complete. That way a player is forced to follow your line of thought and it will be more appreciated. But if I look at it now, I only see water that is most probably poisoned, and spasmatic Goblins have been playing paintball causing the houses to turn purple. Also what I meant by complete, the area is not living, it is a dead thing. When I look at it in the Toolset I only see bridges with houses placed there and there. Nothing is living there, or has a meaning of existence (Paulo Coelho).
I would say, keep up the work, keep improving and perhaps someday you will have it 'right'. But for now I think NWN2 is the wrong game for such areas. The best thing, in my opinion, is your courage to submit the area. That way you will learn more faster than any other way!

It's good but... needs (a lot of) improvements with terrain and textures to look more natural.
