Not all evildoers hide in remote mountain dungeons. Sometimes a land just has a ruthless people with a taste for the beautiful.
An evil church takes up much of the center of the city. An ampitheatre cliffside has a feature designed for gladiatorial combat, an open gate for tossing opponents off.
And of course there's that giant complex of evil sitting atop the highest ground. There was a mountain there until a sorceror leveled it.
Of course, when you're that powerful you don't need pesky things like city gates. Summoning in a demonic horde works just as well for ripping your enemies to shreds, and good is scared to even approach.
A "clean" 32x32 town, ready for you to add your details to. No interiors.

Nice area indeed. The comment about texture stretching I agree with, and I think the ground needs some faded or feathered in textures to make it look less "golf course" like - little dabs of different types of grass or other texture.
