Haven't tried walking on it, but I would say no. You can probably walk through it if you set the collision flag to no. I needed it to convert DA1 - Adventures in Blackmoor and nothing existed I could find. It would be better if someone had cut off a piece of stairs from a balcony and removed the railings.
