I think the 'about to cry' effect is caused by the highlighting on the lower part of his irises, which I think is a little too strong here. Also, the 'strong highlight on the top of the cornea, softer one on the bottom of the iris' thing is generally quite correct and is a good way of brightening up a character's eyes even when the light wouldn't really be hitting the irises quite that way ... except the light on his eyes appears to be coming from the viewer's upper left, while the light on the rest of his face is clearly coming from the upper right, which makes the eyes look out of place and exaggeratedly wet. The right one (his right, viewer's left) might also benefit from being darkened; I don't think it'd be receiving that much light. This is an excellent portrait, though, and I can't fault it otherwise.
